Cost Control Engineer

**Job Summary** We are seeking an experienced **Cost Control Engineer** to oversee financial planning, cost monitoring, and performance analysis across a diverse portfolio of projects, including **landscaping projects, softscape, hardscape, irrigation networks, MEP, infrastructure works, civil and building construction**. The ideal candidate will have strong analytical skills, deep knowledge of construction cost drivers, and the ability to collaborate effectively with project, site, and commercial teams to ensure projects are delivered within approved budgets. **Key ResponsibilitiesBudget Development & Cost Planning** * Prepare detailed project budgets for landscaping, softscape, hardscape, irrigation systems, infrastructure works, and building construction. * Develop cost estimates using BOQs, drawings, specifications, and market pricing for materials such as plants, soil, aggregates, paving, concrete, MEP components, and irrigation equipment. * Support value engineering by identifying cost‑effective alternatives in materials, methods, and construction sequences. **Cost Monitoring & Reporting** * Track actual expenditures against approved budgets, including site progress, procurement status, subcontractor claims, and material deliveries. * Prepare periodic cost reports, cash‑flow forecasts, and variance analyses for project managers and senior management. * Maintain accurate cost records aligned with construction progress across multiple disciplines. **Change Order & Variation Management** * Evaluate cost impacts of design revisions, site instructions, RFIs, unforeseen ground conditions, and scope changes. * Prepare and validate variation orders for landscaping works, irrigation modifications, infrastructure adjustments, and building changes. * Coordinate with QS and commercial teams to ensure timely submission and approval of variations. **Contract & Procurement Coordination** * Review contractor and supplier quotations for accuracy, scope alignment, and competitiveness across all project categories. * Support tender evaluations for landscaping subcontractors, civil works contractors, irrigation suppliers, and building trades. * Ensure compliance with contractual cost provisions, payment terms, and commercial obligations. **Risk & Cost Exposure Analysis** * Identify cost risks such as material price fluctuations, delays, productivity issues, water supply constraints, and design gaps. * Recommend mitigation strategies to maintain cost control and protect project profitability. **Collaboration with Project & Site Teams** * Work closely with project managers, site engineers, landscape architects, irrigation specialists, planners, and QS teams. * Provide cost insights during planning, procurement, value engineering, and execution phases. * Ensure cost objectives align with site progress and technical requirements. **Financial Forecasting & Performance Analysis** * Use forecasting tools to predict project financial performance based on site progress and procurement updates. * Analyze variances between budgeted, forecasted, and actual costs and recommend corrective actions. **Process & System Improvement** * Enhance cost control procedures, reporting templates, and cost‑tracking systems. * Implement best practices in cost management for landscaping, infrastructure, and building projects. **Qualifications Required** * Bachelor’s degree in Civil / agriculture / MEP or any relevant studies. * 3–7 years of experience in cost control for landscaping, infrastructure, MEP and Electrical construction projects. * Strong understanding of softscape materials, hardscape works, irrigation, MEP systems, civil works, and building construction methodologies. * Proficiency in cost control software (Primavera, ERP systems, Excel, cost management tools). * Strong analytical, numerical, and reporting skills.
