**Job Description**
We are seeking a Stakeholder Engineer / NOC Coordinator to join our team in UAE responsible for managing all authority approvals and stakeholder coordination to support smooth project delivery. The role includes preparing and implementing the Stakeholder and NOC strategy, identifying all relevant authorities (RTA, Dubai Municipality, DEWA, Etisalat/du, Rail Agency, etc.), and managing the full NOC lifecycle including submission, follow-up, comment resolution, and approval. The candidate will coordinate closely with internal teams (design, construction, planning, and traffic) to ensure all submissions are aligned with project scope and schedule, while also liaising with external stakeholders through meetings and workshops to resolve technical and approval-related matters. Responsibilities include tracking all NOCs through logs, ensuring timely updates, reviewing authority comments, ensuring compliance with regulations, and supporting approvals such as ACCA, PTW, and CIMP where required, especially for rail/metro interface projects. The role also involves identifying risks related to approvals and proposing mitigation measures to avoid delays.
**Qualifications**
The ideal candidate should hold a Bachelor’s degree in Civil Engineering or a related field, with 3–5 years of UAE experience in infrastructure projects, strong knowledge of NOC processes and authority requirements, and hands-on experience with authority portals. Experience with rail/metro stakeholders (such as RTA Rail Agency or Keolis) and traffic management coordination is an advantage. Strong communication, organization, and follow-up skills are essential, with the ability to manage multiple stakeholders and work under pressure. Candidates with Abu Dhabi authority experience are also encouraged to apply, as transition to Dubai authorities is generally manageable within a structured team environment.
