Competent Person(Civil Engineer)

We are looking for a Civil Engineer with at least 3 years of experience in Transco related projects preferably a TRANSCO Competent certificate, for supervising and executing civil works in compliance with TRANSCO’s standards, procedures, and Permit-to-Work (PTW) system. The role ensures that all construction activities, particularly those near live utilities and critical assets, are carried out safely, efficiently, and in line with regulatory and contractual requirements. Key Responsibilities: * Act as the officially approved **TAQA Competent Person** for assigned projects. * Ensure **strict compliance with TAQA PTW procedures** before commencing any activity near live utilities or restricted zones. * Liaise with TRANSCO representatives, consultants, and project stakeholders to obtain necessary approvals and clearances. * Maintain accurate **site documentation**, including PTWs, method statements, risk assessments, and daily progress reports. * Coordinate with HSE officers to enforce safe working practices and statutory requirements. * Monitor contractors, subcontractors, and workers to ensure adherence to approved drawings, specifications, and quality standards. * Immediately report any **non-conformance, incidents, or near misses** and participate in investigations. * Provide technical guidance, mentoring, and training to site staff on TRANSCO requirements and best practices. * Support the Project Manager in planning, sequencing, and timely delivery of works. Qualifications & Experience: * Bachelor’s degree in civil engineering or equivalent. * Minimum **3–5 years’ experience** in civil construction, preferably in water transmission/distribution projects. * Approved as a **Competent Person by TAQA**(Transmission). * Strong knowledge of TRANSCO HSE standards, PTW system, and utility protection guidelines. * Proven experience in managing works around live utilities and within right-of-way (ROW) corridors.
