**Job Description:**
Parsons is seeking a highly experienced **Construction Manager - Air Traffic Control Tower (CM-ATCT)** to oversee the construction of the Air Traffic Control Tower (ATCT) for a large-scale airport development program.
This role requires a deep understanding of airport infrastructure, specifically the unique requirements and challenges of constructing an ATCT. The ideal candidate will have 15+ years of experience in construction management, including proven success in managing complex aviation projects, with a strong focus on safety, quality, and timely delivery. The CM-ATCT will ensure that the ATCT is built on time, within budget, and in compliance with all regulatory, safety, and aviation standards.
**What You'll Be Doing;**
* Lead, manage, and oversee the overall construction of the ATCT, ensuring the project follows the approved design, scope, and schedule.
* Develop and implement construction strategies, policies, and procedures to ensure project alignment with client and project objectives.
* Ensure seamless integration of various project components such as design, procurement, construction, commissioning, and handover.
* Oversee the preparation and review of the master construction schedule, ensuring it aligns with project milestones and client timelines.
* Coordinate all activities related to site preparation, foundations, structural work, electrical, and systems installation for the ATCT.
* Monitor progress and performance of construction activities, identifying delays, recovery actions, and mitigation strategies to keep the project on track.
* Evaluate contractor schedules for adherence to the overall project schedule and aviation-specific requirements.
* Oversee all cost management aspects of the ATCT construction, ensuring the project stays within budget.
* Ensure the development of project cost baselines, tracking monthly cost performance, forecasting, and providing variance analysis.
* Manage procurement of materials and ensure quality, compliance with specifications, and adherence to timelines.
* Ensure the highest standards of safety are met during construction activities, adhering to both local safety regulations and aviation-specific guidelines.
* Conduct regular safety audits and assessments to ensure the construction site is hazard-free and workers are properly trained and equipped.
* Lead a safety-first culture across all project phases.
* Ensure construction activities are executed in accordance with design specifications, standards, and regulations.
* Manage the implementation of a quality management system, including inspections, audits, and corrective actions.
* Coordinate with inspection teams to monitor ongoing compliance and quality throughout the project.
* Identify and assess potential construction-related risks, developing strategies to mitigate and resolve risks promptly.
* Monitor construction-related issues such as weather delays, labor disputes, and equipment failure, developing contingency plans.
* Collaborate with project leadership to track risk triggers and manage risk responses proactively.
* Act as the primary point of contact between project stakeholders, including airport authorities, contractors, consultants, and government agencies.
* Prepare and present project progress reports, including key performance indicators (KPIs), safety metrics, and any issues or delays.
* Ensure timely and transparent communication of construction status, risks, and opportunities with senior leadership and key stakeholders.
* Ensure compliance with contract requirements and manage any changes or disputes between project stakeholders.
* Implement and manage change control systems to document, assess, and approve variations from the original plan.
* Collaborate with commercial and legal teams to manage claims, dispute resolution, and entitlement assessments.
* Lead, mentor, and manage a multidisciplinary team of site engineers, supervisors, construction workers, and other stakeholders.
* Foster a high-performance culture that emphasizes accountability, collaboration, and operational excellence.
* Conduct regular team meetings to review performance, resolve issues, and provide direction.
**What Required Skills You'll Bring;**
* Bachelor’s degree in Civil Engineering, Construction Management, Architecture, or a related field.
* Master’s degree or relevant professional certifications (e.g., PMP, CCM) is a plus.
* Minimum 15 years of experience in construction management, with a focus on aviation infrastructure, ATCTs, or large-scale construction projects.
