**Construction Manager – Electrical & Instrumentation (E&I)** **Industry:** Oil & Gas / Petrochemical / EPC **Location:** - Qatar **Reports To:** GM - Projects **Position Summary** The Construction Manager – Electrical & Instrumentation (E&I) is responsible for leading and managing all electrical and instrumentation construction activities for oil & gas projects, ensuring safe, timely, and cost-effective execution in compliance with project specifications, international standards, and client requirements. The role involves overseeing site construction teams, subcontractors, material coordination, QA/QC compliance, commissioning support, and adherence to HSE regulations throughout the project lifecycle. **Key Responsibilities** **Project Execution & Construction Management** * Manage and supervise all Electrical & Instrumentation installation activities at site. * Ensure construction works are executed according to approved drawings, specifications, procedures, and project schedules. * Lead site execution for: * Cable tray and conduit installation * Power and control cable laying * Lighting and small power systems * Earthing and lightning protection systems * Electrical panels and MCC installation * Transformers and switchgear installation * Field instrumentation installation * Junction boxes and marshalling cabinets * DCS, PLC, SCADA, and control system integration * Instrument tubing and impulse lines * Coordinate with engineering, procurement, QA/QC, commissioning, and client representatives for smooth project execution. * Monitor construction progress against approved schedules and initiate corrective actions where required. * Ensure availability of manpower, materials, tools, equipment, and consumables for uninterrupted work progress. Review IFC drawings, method statements, work packs, construction procedures, and technical documents prior to execution **HSE & Compliance** * Ensure full compliance with project HSE requirements, permit-to-work systems, and company safety policies. * Promote a strong safety culture and conduct regular toolbox talks and safety meetings. * Participate in HSE audits, risk assessments, incident investigations, and corrective action implementation. **Quality Assurance & Control** * Coordinate with QA/QC teams to ensure all inspections are completed as per approved ITPs. * Ensure proper documentation and records for inspections, testing, and material traceability. * Monitor and close punch list items and NCRs in coordination with relevant disciplines. * Ensure installation quality meets project and client standards. **Planning & Reporting** * Prepare and review: * Construction execution plans * Daily/weekly progress reports * Look-ahead schedules * Manpower histograms * Productivity reports * Material status reports * Attend progress meetings with clients, consultants, subcontractors, and management teams. * Provide construction input for project planning and schedule recovery strategies. **Team & Subcontractor Management** * Lead and manage site supervisors, foremen, engineers, and subcontractors. * Evaluate subcontractor performance and ensure compliance with project requirements. * Mentor and develop construction personnel to improve productivity and technical capability. * Resolve site issues and coordinate interfaces with civil, mechanical, piping, & other teams. **Qualification & Experience Requirements** * Bachelor’s degree in electrical or Instrumentation Engineering, with minimum 12–15 yrs relevant years of experience within the Oil & Gas industry. * Strong EPC project experience in: * Refineries * LNG plants * Petrochemical facilities * Offshore/onshore oil & gas facilities * Pipeline and process plants Experience managing multinational workforces and subcontractors. **Technical Competencies** * Strong knowledge of: * Electrical systems installation * Instrumentation systems * Hazardous area requirements * Cable management systems * Loop checking and commissioning support * Shutdown and brownfield work * Familiarity with: * DCS/PLC systems * Smart instrumentation * Fieldbus communication systems * Testing and pre-commissioning activities * Ability to interpret: * P&IDs * SLDs * Hook-up drawings * Loop diagrams * Cable schedules * Cause & effect diagrams * Proficiency in MS Office, Primavera P6, and construction reporting systems. **Behavioral Competencies** * Strong leadership and decision-making skills * Excellent communication and coordination abilities * Strong problem-solving and analytical capability * Ability to work under pressure and meet project deadlines * Strong organizational and team management skills **Working Conditions** * Site-based role with extended working hours depending on project requirements. * May require rotation assignments and work in remote oil & gas facilities. * Ability to work in high-temperature and hazardous industrial environments. **Key Performance Indicators (KPIs)** * Project schedule adherence * Safety
