**Job Description:**
Parsons are seeking a highly experienced **Delivery Manager (Roads)** to lead the overall delivery and execution of major roads and civil infrastructure works within a large-scale airport development program. The successful candidate will be responsible for managing all aspects of roads delivery, including planning, construction coordination, stakeholder management, safety, quality, commercial performance, and project integration.
The ideal candidate will have a minimum of 25 years of experience delivering complex roads and transportation infrastructure projects, including significant leadership experience on airport, aviation, or mega infrastructure programs. The Delivery Manager will ensure that all road infrastructure works are executed safely, efficiently, and in alignment with project objectives, operational requirements, and stakeholder expectations.
What You'll Be Doing;
* Lead the overall delivery strategy and execution of roads and associated civil infrastructure works across the airport development program.
* Manage all phases of roads delivery from planning and design coordination through construction, testing, commissioning, and handover.
* Ensure alignment of delivery objectives with project scope, schedule, budget, quality, and operational requirements.
* Drive a culture of safety, accountability, collaboration, and operational excellence across all delivery teams.
* Oversee all roads construction activities including highways, access roads, utility corridors, drainage systems, intersections, and associated infrastructure.
* Monitor construction progress, productivity, and contractor performance to ensure timely delivery.
* Ensure all works are executed in accordance with approved specifications, standards, and construction methodologies.
* Coordinate construction sequencing and logistics to minimize disruption to airport operations and adjacent project interfaces.
* Lead issue resolution and implement recovery plans where required.
* Manage coordination with airport authorities, government agencies, utility providers, contractors, consultants, and project stakeholders.
* Ensure effective integration between roads infrastructure and other airport systems, utilities, and operational facilities.
* Lead interface management activities across multidisciplinary workstreams.
* Conduct regular progress meetings and maintain strong communication with executive leadership and stakeholders.
* Support commercial and contracts teams in managing claims, variations, change orders, and contractual obligations.
* Review contractor performance, commercial risks, and package delivery status.
* Ensure proper cost control, budget management, and financial performance across all roads delivery activities.
* Participate in negotiation and resolution of commercial disputes where necessary.
* Ensure strict compliance with HSE regulations, quality standards, and project governance procedures.
* Promote proactive safety leadership and ensure implementation of best practices across all worksites.
* Monitor inspections, audits, testing activities, and quality assurance processes.
* Ensure timely closeout of NCRs, observations, and corrective actions.
* Support regulatory approvals and final acceptance activities.
* Work closely with project controls teams to monitor schedules, risks, KPIs, and performance metrics.
* Identify project risks, constraints, and mitigation strategies to maintain delivery objectives.
* Review recovery schedules and corrective action plans to address delays and performance gaps.
* Provide executive-level reporting on progress, risks, opportunities, and overall package performance.
* Lead and mentor multidisciplinary project delivery teams including construction managers, package managers, engineers, and support staff.
* Promote high-performance teamwork, accountability, and continuous improvement.
* Support talent development, succession planning, and technical capability building.
* Foster collaboration across project functions and stakeholders.
What Required Skills You'll Bring;
* Bachelor’s degree in Civil Engineering, Construction Management, or a related field.
* Master’s degree preferred.
* Minimum 25 years of experience in roads and infrastructure project delivery.
* Extensive experience leading major roads programs within airport, aviation, transportation, or mega infrastructure projects.
* Strong background in large-scale construction management, stakeholder coordination, and multidisciplinary delivery environments.
