Job Description – E&I Construction Manager (NEOM Project)
**Position Title:** E&I Construction Manager (Electrical & Instrumentation)
**Location:** NEOM Project, Saudi Arabia
**Department:** Construction / Project Management
**Reports To:** Project Director / Construction Director
Job Purpose
The E&I Construction Manager is responsible for planning, managing, and overseeing all Electrical and Instrumentation construction activities for the NEOM project, ensuring safe, high-quality, and timely execution in accordance with project specifications, contract requirements, and Saudi regulations. The role coordinates engineering, procurement, construction, testing, and commissioning teams to achieve project objectives.
Key Responsibilities
Construction Management
* Lead all Electrical & Instrumentation (E&I) construction activities across project work fronts.
* Manage installation of power systems, substations, transformers, switchgear, MCCs, cable trays, grounding systems, lighting systems, and instrumentation networks.
* Ensure construction activities are executed according to approved IFC drawings, specifications, method statements, and project procedures.
* Monitor project progress, productivity, manpower utilization, and equipment deployment.
* Coordinate with engineering, procurement, civil, mechanical, and commissioning teams to resolve interface issues and maintain schedule compliance.
Project Planning & Control
* Develop and monitor construction schedules, look-ahead plans, and recovery programs.
* Track project milestones, progress reports, and KPI achievements.
* Identify risks and implement mitigation measures to avoid delays and cost overruns.
* Support budget control, change management, and subcontractor performance evaluation.
Quality Management
* Ensure all E&I works comply with project quality standards, inspection and test plans (ITPs), and client requirements.
* Coordinate inspections, testing, loop checks, pre-commissioning, and commissioning activities.
* Review punch lists, NCRs, and corrective actions to ensure timely closeout.
* Verify preparation of as-built drawings and handover documentation.
Health, Safety & Environment (HSE)
* Promote a strong safety culture across all project activities.
* Ensure compliance with NEOM, Saudi regulations, and project HSE requirements.
* Conduct safety reviews, toolbox talks, audits, and incident investigations.
* Enforce LOTO procedures, electrical safety standards, and permit-to-work systems.
Stakeholder & Team Management
* Manage E&I engineers, supervisors, subcontractors, and construction crews.
* Conduct regular coordination meetings with clients, consultants, and project stakeholders.
* Provide technical guidance and leadership to site teams.
* Evaluate subcontractor performance regarding safety, quality, cost, and schedule.
Qualifications
* Bachelor's Degree in Electrical Engineering, Instrumentation Engineering, or related discipline.
* PMP certification is preferred.
* Saudi Council of Engineers registration preferred.
* Additional HSE certifications (NEBOSH, IOSH, OSHA) are advantageous.
Experience
* 12–15+ years of experience in Electrical & Instrumentation construction projects.
* Minimum 5 years in a Construction Manager or Senior E&I Manager role.
* Experience on mega projects, EPC projects, industrial facilities, infrastructure, energy, utilities, or smart city developments.
* Previous experience in NEOM, Saudi Aramco, Red Sea, or other large-scale GCC projects is highly preferred.
Technical Skills
* Strong knowledge of:
* High Voltage (HV), Medium Voltage (MV), and Low Voltage (LV) systems
* SCADA, PLC, DCS, and Building Management Systems
* Instrumentation installation, calibration, and loop checking
* Testing, pre-commissioning, and commissioning activities
* Primavera P6, MS Project, and project reporting tools
* International standards (IEC, IEEE, NEC, NFPA, ISO)
