**Engineer (Active Fire Systems) / Designated DCD Submitter** **Document ID:** HR-04-FD-UAE **Company:** Fire Dynamics (Contracting Arm) **Location:** Dubai, UAE (Site & Office Based) **Position Overview** Fire Dynamics is an expanding specialist contractor in Dubai, focusing on the execution, installation, and maintenance of Active Fire & Life Safety (FLS) systems. We are seeking an experienced **Installation Engineer (Mechanical/Electrical)** who will serve as the company's primary technical authority for suppression and detection networks. This role bridges hands-on site management with local regulatory compliance. You will be directly responsible for managing installation teams, ensuring work strictly aligns with approved shop drawings, and serving as the engineering representative to the Dubai Civil Defence (DCD) and Dubai Municipality (DM). *Note: This is an execution and regulatory role. You will hold responsibility for the company's DCD eServices portal, securing NOCs, managing site inspections.* **Core Responsibilities** * **Active Systems Design & Execution:** Lead the detailed shop drawing review and on-site execution of Mechanical Fire Suppression Systems (e.g., Automatic Sprinklers, Fire Pumps, Hose Reels, and Kitchen Hood Systems) and/or Electrical Fire Detection Networks (e.g., Addressable Alarm Panels, Voice Evacuation Systems, and Smoke Management interfacing). * **Regulatory Portal Management:** Manage DCD and DM eServices portals. Upload active system shop drawings, apply for modification NOCs, and request final DCD Completion Certificates upon project finalisation. * **Site & Project Management:** Oversee the day-to-day execution of mechanical and electrical installation teams. Ensure all work strictly adheres to the UAE Fire & Life Safety Code of Practice 2018 (Chapters 8 & 9) and relevant NFPA standards (e.g., NFPA 13, 14, 20, 72). * **Quality Assurance & Commissioning:** Conduct pre-inspection hydraulic flow tests, pump churn tests, and alarm interface tests to ensure work will pass the DCD/DM final inspections. Solve complex physical installation clashes between MEP services. * **Material & Supplier Control:** Ensure all materials ordered (pumps, panels, valves) possess valid DCD compliance certificates. Maintain stringent documentation of testing and commissioning reports for the final handover dossier. * **Safety & Compliance:** Enforce strict site safety protocols, manage team "Gate Passes," and ensure compliance with DM construction safety standards. **Mandatory Requirements** * **Education:** Bachelor’s Degree in Mechanical or Electrical Engineering. The degree **MUST be fully attested** by the UAE Ministry of Foreign Affairs (MoFA) and the Ministry of Education (MoE). * **Statutory Registration:** You must currently hold, or be immediately eligible for, an active membership with the **UAE Society of Engineers (SOE)**. * **Technical Expertise:** Deep, practical understanding of active fire system hydraulics (sprinkler/pump calculations) or alarm matrix programming, cause-and-effect sequencing, and Hassantuk integration. * **Regulatory Experience:** Proven history of managing portal submissions and site inspections with the Dubai Civil Defence (DCD). * **Project Experience:** Minimum of 4-5 years of post-graduate experience managing MEP or active fire fit-out sites in the UAE. * A valid UAE driving license. **Highly Desirable (The "Plus" Factors)** *Candidates possessing the following will be fast-tracked through the recruitment process:* * Current possession of a **Dubai Civil Defence (DCD) Delegate/Engineer Card** for Fire Fighting or Fire Alarms. * Current possession of a **Dubai Municipality (DM) Professional Competency Certificate (PCC)** for MEP contracting. * Experience managing Annual Maintenance Contracts (AMCs) for fire systems.
