Join us. **Job Description** We're looking for a detail-oriented Utilities Inspector for Rails/Tracks to join our freight facilities operations team in Ruwais, United Arab Emirates. The ideal candidate will demonstrate exceptional attention to detail, strong organizational skills, and a commitment to maintaining the highest standards of safety and quality across all freight facility operations. * Inspect and monitor all civil utilities works on site to ensure compliance with approved drawings, specifications, project requirements, and authority standards. * Supervise installation activities related to utilities such as stormwater drainage, sewerage, potable water, irrigation, telecom, electrical duct banks, and utility corridors. * Verify line and level, pipe bedding, backfilling, compaction, and trench works before proceeding with subsequent activities. * Ensure materials delivered to site are approved and comply with project specifications and quality standards. * Conduct inspections for excavation, pipe laying, manholes, chambers, thrust blocks, and utility crossings. * Review and monitor contractor’s work progress in accordance with approved method statements and construction schedules. * Coordinate with surveyors and contractors to ensure utilities are installed at correct alignment and elevations. * Raise NCRs, site observations, and non-conformance reports for any deviations from specifications or approved drawings. * Witness testing activities including hydrostatic tests, pressure tests, leakage tests, compaction tests, and CCTV inspections where applicable. * Ensure proper implementation of approved shop drawings and IFC drawings during construction activities. * Monitor health, safety, and environmental compliance during utility installation activities. * Coordinate with utility authorities and consultants for inspections, approvals, and clearance requirements. * Maintain daily inspection records, site diaries, and quality documentation related to utilities works. * Verify reinstatement works for roads, pavements, and affected areas after utility installation. * Attend progress meetings, technical discussions, and coordination meetings with contractors and stakeholders. * Ensure all WIRs (Work Inspection Requests) are inspected and closed within the required timeframe. * Review as-built drawings and verify completed utility works before handover. * Monitor subcontractor performance and ensure workmanship meets project quality requirements. * Support the Resident Engineer and Civil Engineer in resolving site technical issues and construction conflicts. * Ensure utility works comply with relevant authority requirements. * Prepare snag lists and verify closure of defects prior to project completion and handover **Qualifications** * Bachelor's degree in Civil Engineering or equivalent professional qualification (HND/Diploma in Civil Engineering acceptable) * Minimum 7 years of professional experience in utilities, infrastructure, or rail projects * Proven experience on UAE-based rail projects with knowledge of local construction standards and regulatory requirements * Proficiency in reading, interpreting, and enforcing compliance with technical drawings, specifications, and contract documents * Experience preparing and maintaining inspection logs, test reports, and site documentation in accordance with contract procedures * Familiarity with Non-Conformance Reporting (NCR) and Site Observation Report (SOR) procedures * Health, Safety, and Environmental (HSE) certification or demonstrated commitment to HSE best practices * Proficiency with construction management software and digital record-keeping platforms * Excellent communication and stakeholder coordination skills with proven ability to liaise with contractors, consultants, and utility authorities * Strong analytical and problem-solving capabilities with ability to resolve technical issues independently * Meticulous attention to detail with proven track record of maintaining accurate site record
