The NOC Authority Engineer is responsible for obtaining, managing, and coordinating all necessary No Objection Certificates (NOCs), permits, approvals, and clearances from government authorities, utility providers, and regulatory agencies for construction and infrastructure projects. The role ensures compliance with local regulations and facilitates smooth project execution by securing approvals within project timelines.
Key Responsibilities
* Obtain and manage NOCs, permits, and approvals from relevant authorities and utility service providers.
* Prepare, submit, and track applications for project approvals and permit requests.
* Coordinate with government departments, municipalities, and utility authorities to expedite approvals.
* Ensure all authority requirements are fulfilled before submission.
* Monitor approval status and proactively resolve issues that may cause delays.
Regulatory Compliance
* Ensure project compliance with local regulations, codes, and authority requirements.
* Keep updated with changes in authority procedures, regulations, and submission requirements.
* Verify that project drawings and documents meet authority standards before submission.
* Coordinate revisions and resubmissions when required.
Documentation & Coordination
* Prepare and maintain records of all approvals, permits, NOCs, and correspondence.
* Review engineering drawings, utility layouts, and project documentation for authority submissions.
* Coordinate with design consultants, project engineers, and contractors to obtain necessary documents.
* Maintain an organized tracking system for all submissions and approvals.
Stakeholder Management
* Liaise with utility providers, consultants, clients, and government authorities.
* Attend meetings with authorities and project stakeholders regarding approval requirements.
* Provide regular updates to management regarding submission status and approval progress.
* Build and maintain professional relationships with regulatory bodies and utility agencies.
Project Support
* Support project teams during planning, execution, and handover stages by ensuring timely approvals.
* Coordinate utility connections and service clearances.
* Assist in resolving authority-related issues impacting project schedules.
* Support final completion and occupancy approvals where applicable.

Qualifications
* Bachelor’s Degree in Civil Engineering, Electrical Engineering, Mechanical Engineering, Architecture, or a related discipline.
* Additional certifications related to construction approvals and authority coordination are advantageous.
Experience
* Minimum 3–7 years of experience in NOC coordination, authority approvals, or permit management.
* Experience within construction, infrastructure, utilities, MEP, or engineering consultancy sectors.
* UAE experience and familiarity with local authority procedures are essential.
Skills & Competencies
* Strong knowledge of UAE authority approval processes and regulations.
* Experience with online authority portals and submission systems.
* Ability to read and understand engineering drawings and technical documents.
* Excellent coordination and follow-up skills.
* Strong communication and stakeholder management abilities.
* Attention to detail and documentation control.
* Time management and ability to manage multiple approvals simultaneously.
* Proficiency in MS Office and project documentation systems.
Preferred Requirements
* UAE Driving License.
* Existing experience dealing directly with government authorities and utility providers.
* Strong network and understanding of approval procedures across multiple Emirates.
* Experience in infrastructure, roads, utilities, or large-scale construction projects.
