Project Execution, QA/QC and HSE Engineer

High Control Technical Contracting LLC is a UAE-based contracting company specialized in MEP and construction works.We are currently looking for an experienced Project Execution, QA/QC and HSE Engineer to join our team in Dubai. QA/QC & Material Control Management: * Review and approve material submittals in line with project specifications. * Ensure all materials comply with approved standards before installation. * Monitor inspection requests (WIR/MIR) and ensure proper documentation. * Verify testing and inspection records are properly maintained. * Coordinate with consultants for approvals and inspections. HSE Compliance & Site Safety Controls: * Implement and monitor HSE plans in line with UAE regulations. * Ensure compliance with Dubai Municipality safety requirements. * Conduct site inspections and risk assessments. * Monitor high-risk activities (working at height, lifting operations, etc.). * Ensure proper PPE usage and safety procedures on site. * Investigate incidents and ensure corrective actions are implemented. Drawing & Design Revision Control: * Ensure latest approved drawings are distributed to site teams. * Monitor drawing revisions and updates. * Coordinate with design teams for clarifications. * Track RFIs and ensure timely responses. * Maintain proper documentation of drawing changes and approvals. Testing & Commissioning (T&C) Compliance: * Review and follow up T&C plans aligned with project schedule. * Ensure all systems are tested as per specifications and standards. * Coordinate inspections and witness tests with consultants. * Verify completion of snag lists and final testing activities. * Ensure O&M manuals and as-built drawings are submitted before handover. Authority Compliance & Regulatory Approvals: * Coordinate with authorities for approvals (DEWA, DM, DCD, etc.). * Track permits, NOCs, and inspection approvals. * Ensure compliance with authority regulations and requirements. * Follow up on final approvals and project close-out documentation. Qualification: * Bachelor’s Degree in Engineering (Civil, Mechanical, or Electrical). * 6–8 years of experience in construction supervision, QA/QC, or HSE. * Strong experience in QA/QC processes, inspections, and testing & commissioning. * Good knowledge of HSE standards and site safety practices. * Familiar with authority regulations in UAE (DM, DEWA, DCD, etc.). * Experience in handling RFIs, NCRs, and technical documentation. * Exposure to quality audits, HSE audits, or compliance reviews is preferred. * Certification: ISO 9001 / NEBOSH / IOSH (preferred).
