Job Summary The Project Quantity Surveyor is responsible for managing all commercial, contractual, and cost control activities related to construction projects, including structural steel fabrication, steel structure erection, PEB, façade, fit-out, and civil works. The role involves quantity take-offs, cost monitoring, subcontractor management, variations, progress billing, and ensuring projects are delivered within budget while maximizing profitability. Key ResponsibilitiesCommercial & Cost Management * Monitor and control project costs throughout the project lifecycle. * Prepare project budgets, cash flow forecasts, and cost reports. * Analyze actual costs against budgets and identify cost-saving opportunities. * Track project profitability and commercial performance. * Prepare monthly cost reports for management review. Quantity Take-Off & Measurement * Review project drawings, specifications, and contract documents. * Prepare accurate quantity take-offs and material measurements. * Verify quantities executed on-site and reconcile with BOQs. * Assess quantity variations and additional works. Contract Administration * Review client and subcontract agreements. * Ensure compliance with contractual obligations and project requirements. * Interpret contract clauses and identify commercial risks. * Assist in claims, EOTs (Extension of Time), and dispute resolution. Progress Billing & Payment Applications * Prepare Interim Payment Applications (IPA/IPC) to clients. * Verify work progress and supporting documentation. * Coordinate with project teams to ensure timely submission of invoices. * Follow up on payment certifications and collections. * Maintain billing records and payment status reports. Variations & Claims Management * Identify, evaluate, and prepare variation orders. * Negotiate and agree variation costs with clients and consultants. * Prepare supporting documentation for claims and additional works. * Maintain variation and claims registers. Subcontractor Management * Evaluate subcontractor quotations and commercial proposals. * Prepare subcontract agreements and work orders. * Verify subcontractor measurements and payment certificates. * Monitor subcontractor performance and cost impact. Procurement & Cost Evaluation * Support procurement activities through commercial evaluation. * Review supplier and subcontractor quotations. * Prepare comparison statements and cost analyses. * Assist in material cost forecasting and budget monitoring. Project Coordination * Coordinate with Project Engineers, Site Engineers, Procurement, Planning, and Finance teams. * Attend project progress meetings and commercial discussions. * Provide commercial advice to project management regarding cost and contractual matters. Documentation & Reporting * Maintain records of contracts, BOQs, variations, claims, and payment applications. * Prepare weekly and monthly commercial reports. * Maintain updated cost tracking and project commercial dashboards. * Ensure proper document control and audit readiness. Requirements: Education * Bachelor's Degree in Quantity Surveying, Civil Engineering, Construction Management, or related discipline. Experience * Minimum **5–8 years of experience** as a Quantity Surveyor in construction projects. * Minimum **3 years UAE/GCC experience preferred.** * Experience in Structural Steel, PEB, Façade, Fit-Out, and Industrial Construction projects is highly preferred. Technical Skills * Strong knowledge of quantity surveying principles and practices. * Proficiency in BOQ preparation and quantity take-offs. * Experience with IPC/IPA preparation and project billing. * Knowledge of FIDIC and construction contracts. * Strong understanding of variation and claims management. * Proficiency in Microsoft Excel, ERP Systems, and QS software. Soft Skills * Strong analytical and numerical skills. * Excellent negotiation and communication abilities. * Ability to manage multiple projects simultaneously. * Strong commercial awareness and problem-solving skills. * Excellent attention to detail and reporting capabilities. Key Performance Indicators (KPIs) * Timely submission of payment applications. * Collection and certification success rate. * Project cost variance against budget. * Variation order recovery percentage. * Accuracy of quantity take-offs and measurements. * Profitability and margin achievement. * Timely closure of commercial issues. * Subcontractor payment accuracy and control. * Reduction of commercial risks and claims exposure.
