QC Manager (Mechanical Pipeline Experience)

Job Description – QC Manager (Mechanical / Pipeline) – NEOM Project Position Title: **QC Manager (Mechanical / Pipeline)** Location: NEOM Project, Kingdom of Saudi Arabia Reports To: Project Manager / Project Director Job Summary: The QC Manager is responsible for planning, implementing, and maintaining the Quality Control system for all mechanical and pipeline construction activities within the NEOM project. The role ensures compliance with project specifications, international standards, client requirements, approved procedures, and applicable quality management systems. The QC Manager will lead the QC team, coordinate inspections, manage quality documentation, and ensure successful completion of all quality-related project requirements. Key Responsibilities:Quality Management * Develop, implement, and maintain the Project Quality Control Plan (QCP). * Ensure compliance with project specifications, contract requirements, and approved Inspection and Test Plans (ITPs). * Monitor adherence to quality standards including ISO 9001 and relevant international codes and standards. * Establish quality objectives and performance indicators for the project. Mechanical & Pipeline Quality Control * Supervise quality control activities related to pipeline installation, mechanical equipment installation, hydrotesting, flushing, cleaning, and commissioning. * Verify compliance of welding, fabrication, erection, and piping works with approved procedures and project specifications. * Review and approve material inspection reports, welding records, NDT reports, pressure test packages, and mechanical completion dossiers. * Ensure proper implementation of WPS, PQR, and welder qualification requirements. Inspection & Testing * Coordinate inspections with clients, consultants, and third-party inspection agencies. * Ensure all inspections and tests are performed according to approved ITPs and quality procedures. * Monitor NDT activities including RT, UT, MT, PT, and visual inspections. * Review and approve test reports and inspection documentation. Documentation & Reporting * Maintain quality records, inspection reports, NCRs, and corrective action reports. * Prepare quality performance reports and present findings to project management. * Ensure timely submission of quality dossiers, turnover packages, and as-built documentation. * Manage document control related to quality activities. Non-Conformance & Corrective Actions * Investigate quality issues and non-conformance reports (NCRs). * Implement corrective and preventive actions to prevent recurrence. * Conduct root cause analysis and monitor effectiveness of corrective actions. Team Leadership * Lead and manage QC Engineers, Inspectors, and NDT personnel. * Conduct quality training and awareness sessions for project staff. * Evaluate team performance and identify development opportunities. * Coordinate with construction, engineering, procurement, and HSE departments. Client & Stakeholder Coordination * Act as the primary quality representative with clients, consultants, and regulatory authorities. * Attend quality meetings, audits, and project review sessions. * Support external and internal quality audits. Qualifications: * Bachelor's Degree in Mechanical Engineering or related discipline. * Certified Quality Professional or Lead Auditor certification preferred. * CSWIP 3.1/3.2, AWS CWI, or equivalent certification is an advantage. * Strong knowledge of ASME, API, ASTM, ISO, and applicable Saudi standards. Experience: * Minimum 10–15 years of experience in Quality Control within oil & gas, infrastructure, utilities, or large-scale construction projects. * Minimum 5 years in a QC Manager role. * Proven experience in mechanical and pipeline projects. * Previous experience on mega projects such as NEOM, Aramco, SABIC, or similar EPC projects is highly preferred. Technical Skills: * Quality Management Systems (ISO 9001). * Pipeline construction and mechanical installation. * Welding inspection and NDT coordination. * Hydrostatic testing and pre-commissioning activities. * Inspection and Test Plans (ITPs). * NCR and corrective action management. * Quality documentation and turnover packages. * Microsoft Office and quality management software.
