Comprehensively responsible for the measurement and cost control of all professional works and materials in the upper structure of the airport terminal, as well as cost accounting, progress payments, change orders, and claim settlements. Based on British standards, UAE project measurement rules, main contracts, and joint venture agreements, coordinate the entire process of business cost control, interface with the client, supervisor, design institute, and various professional subcontractors, ensuring controllable project costs, accurate measurement, complete right confirmation, and closed-loop settlement, serving as a core position for the project's business profitability.
Main job responsibilities
1. Preliminary measurement, list review, and cost planning
2. Process measurement and progress payment application
3. Engineering change, on-site endorsement, and right confirmation management
4. Claims, counterclaims, and business dispute resolution
5. Subcontractor business control and contract implementation
6. Final settlement, document closure, and cost review
7. Multi-party coordination and business team management
(1)Basic Requirements
Bachelor's degree or higher, in related fields such as Engineering Cost Estimation, Engineering Management, Civil Engineering, Mechanical and Electrical Engineering, etc.
8 years or more of experience in QS/Business Cost Estimation for overseas construction projects, with 5 years or more experience in managing QS Manager roles for large airport terminal and transportation hub projects.
(2)Professional Competence Requirements
Proficient in British standard measurement, FIDIC contract terms, and overseas BOQ (Bill of Quantities) list models, familiar with the measurement rules for UAE airport projects, IPC progress payment applications, and overseas settlement procedures.
Strong practical skills in change orders, variations, and claims.
(3)Certificate and Skill Requirements
Preference given to those holding registered cost engineer certificates, first-class constructor certificates, QS professional certificates, CIOB-related certificates, etc.
Fluent in English (both written and spoken).
Proficient in using CAD, measurement and quantity calculation software, Excel advanced functions, and project business management systems. Skilled in compiling various types of business ledgers, reports, and special reports.
(4)Experience Preferences (Bonus Requirements)
Experience in managing the entire QS process from project commencement to final settlement for UAE airport or Gulf high-end projects.
Experience in collaborative projects with joint ventures and design institutes, familiar with the working modes of local general contractors and foreign design firms.
(5)Overall Quality Requirements
Outstanding negotiation and communication skills, capable of adapting to high-intensity business work during different project stages.
Strong execution ability, capable of team coordination and management, with high professional standards and strong confidentiality awareness.
\*\*\*Salary will be finalized based on the candidate's experience after the face-to-face interview.
Pay: AED20,000.00 - AED30,000.00 per month
