**Job Purpose:**
The Specialist Pipelines engineer is responsible for the technical assurance & compliance of the CONTRACTOR to the COMPANY’s specific discipline scope, specifications, respective governing codes & standards & industry best practices. Roles & responsibilities includes reviews & approvals of discipline related documentation, participation in discipline progress meetings with Contractor counter-part, Planned design review sessions, review & resolution of discipline specific technical queries, verification of discipline specific concession requests (as applicable) & provide input (approval or rejection) with justification.
Support Procurements activities & relevant documents review & approvals, VENDOR documents review, physical inspection as required.
Support Construction & commissioning activities by involvement in respective Discipline inspections & punch listing activities as applicable for release of respective certifications (DAC/MC,,etc.)
Verification of Final discipline specific Documentation & Database at handover & confirm completeness & correctness.

**Technical Assurance:**
* Technical Integrity: Verifying & achieving technical Integrity of respective project deliverable(s) in compliance with:
+ Legislation and Regulatory Commitments
+ Codes and Standards
+ Certification
+ Basis of Design
* Technical Audits: Engage in &/or lead Technical audits (Discipline specific) to verify & ensure compliance to specifications &/or industry best practices.
* Technical/Design Reviews: Participate in all planned design reviews requiring discipline input. Ensure CONTRACTOR compliance to Project design basis, specifications, design requirements & industry best practices.
* Review & approval : review & approval of discipline specific engineering documents, assign respective review codes, follow up on other disciplines involved in the document review to ensure timely release of the review cycle, consolidate all review discipline comments, verify its validity & as required address them with issues/concerns over the comments to reach a resolution before sending the consolidated review comments to CONTRACTOR, Verify CONTRACTOR’s resolution of all comments.
Monitors CONTRACTOR’s overall compliance & engineering quality, provides necessary feedback for observations, deviations & areas of improvements (Preventive/Corrective actions) in the Project Quality system
**Engineering Change Management:**
* Review of discipline specific Concession requests issued within the CONTRACT, validate the basis of the request & its impact on technical integrity & justification, prior to requesting endorsement from Technical authority.
Monitoring & ensuring that discipline specific design change management is being carried out for all respective engineering changes with proper multidiscipline impact assessment & the same is registered & controlled (as & when required).
**General:**
* Maintain regular meetings with discipline counter part for timely discipline activity coordination & problems resolution as applicable.
* Communicate discipline specific updates/areas of concern on regular basis to the package engineering manager & to other disciplines within the package.
* Maintaining time records & timely submission of time sheets for approval
* Timely input into engineering leave planner & subsequent submittal of leave (after aligning a handover & a deputy during the leave period).
Address technical conflicts & disputes with Counterpart in a professional & systematic manner, relevant to governing specifications/codes & actual situation.
**Qualifications, Experience, Knowledge & Skills:**
**Minimum Qualification:**
* Bachelor’s degree in engineering required;
* Must be fluent in English language (Written & Spoken).
**Minimum Experience & Knowledge & Skills:**
* 15 years of discipline specific experience with 5 years of experience on major Oil & Gas projects. 5 years of which in same position working with reputable contractor (PMC or EPC).
* 5+ years GCC Projects experience/UAE Projects experience is preferred
* Site based experience, brown field work is a plus,
* Through knowledge of industry governing codes & standards,
* Excellent time management skills with a proven ability to meet deadlines.
* Strong analytical and problem-solving skills.
* Ability to prioritize tasks.
* Fully conversant with relevant international standards and GOOD PRACTICES.
* Fully conversant with the relevant engineering software (CII, Microstation, AUTOCAD Navisworks).
