**Position Title:** Mechanical Technical Engineer **Department:** Engineering / Projects / Technical Office **Project Type:** Pipeline Construction / Oil & Gas / Water / Utility Projects **Location:** Project Site / Neom **Reports To:** Project Manager / Engineering Manager / Technical Manager Job Summary The Mechanical Technical Engineer is responsible for providing technical engineering support for pipeline projects, including review of drawings, material submittals, method statements, technical calculations, site coordination, and project documentation. The role ensures that pipeline works are executed according to approved drawings, project specifications, international standards, client requirements, and safety regulations. The candidate should have strong experience in pipeline construction, mechanical systems, welding, hydrotesting, material inspection, and coordination with site execution teams. Key Responsibilities Technical Engineering Support * Review project specifications, approved drawings, IFC drawings, shop drawings, and technical documents related to pipeline works. * Prepare, review, and submit method statements, inspection test plans, risk assessments, and technical procedures. * Support the preparation of material submittals, technical queries, engineering calculations, and work execution plans. * Coordinate with design consultants, client representatives, subcontractors, and site teams for technical clarification. * Ensure all mechanical and pipeline works comply with project standards, client requirements, and applicable codes. Pipeline Project Execution Support * Provide technical guidance for pipeline installation, fabrication, welding, alignment, lowering, tie-ins, valve installation, and mechanical completion activities. * Review pipeline routing, isometric drawings, P&IDs, general arrangement drawings, and as-built drawings. * Monitor site activities to ensure works are carried out as per approved procedures and quality requirements. * Support site teams in resolving technical issues during construction and commissioning stages. * Coordinate with civil, electrical, instrumentation, QA/QC, and HSE teams for smooth project execution. Welding, Testing, and Quality Coordination * Coordinate with QA/QC teams for welding inspection, NDT requirements, WPS/PQR review, and welder qualification records. * Support hydrotesting, pneumatic testing, flushing, cleaning, pigging, leak testing, and reinstatement activities. * Ensure inspection records, test packs, punch lists, and mechanical completion dossiers are properly prepared and maintained. * Assist in identifying non-conformities and support corrective action implementation. Material and Procurement Support * Review material technical specifications, material take-offs, BOQs, and purchase requisitions. * Coordinate with procurement and vendors for technical evaluation of pipes, fittings, flanges, valves, gaskets, supports, and mechanical accessories. * Verify material compliance with approved standards, project specifications, and client requirements. * Support material receiving inspection and ensure proper storage and handling of mechanical materials. Documentation and Reporting * Prepare daily, weekly, and monthly technical progress reports. * Maintain records of technical submissions, approvals, drawings, RFIs, site instructions, and engineering correspondence. * Support preparation of final documentation, redline markups, as-built drawings, and handover dossiers. * Attend technical meetings with client, consultant, subcontractors, and internal project teams. Required Qualifications * Bachelor’s Degree or Diploma in Mechanical Engineering or related field. * Minimum **5–6 years of experience** in mechanical engineering, preferably in pipeline construction projects. * Experience in oil & gas, water transmission, utility pipelines, industrial pipelines, or infrastructure projects. * Strong knowledge of pipeline construction methods, welding, hydrotesting, mechanical completion, and commissioning support. * Familiarity with international standards such as **ASME, API, ASTM, ANSI, AWWA, ISO**, or client-specific standards. * Good knowledge of QA/QC documentation, ITPs, method statements, and project technical submittals. * Proficiency in AutoCAD, MS Office, and project documentation systems. * Good English communication skills, both written and verbal. Preferred Experience * Previous experience with Saudi Aramco, Ma’aden, NEOM, SEC, SWCC, NWC, or major pipeline projects in Saudi Arabia. * Knowledge of Saudi project approval procedures and client documentation requirements. * Experience with HDPE, CS, SS, GRE/GRP, ductile iron, or other pipeline materials. * Familiarity with permit-to-work systems and HSE requirements on construction sites. Required Skills and Competencies * Strong technical knowledge of pipeline systems and mechanical construction. * Ability to read and interpret drawings, P&IDs, isometrics, and
