**Position Objective:** Support the PMC and the Construction Project Manager on mechanical, electrical and plumbing (MEP) delivery management and oversight across the off-site factory and on-site works. The PMC gives the final review and approval of the MEP design and submittals after the supervision consultant's (CSC) first-line check, for the Client's endorsement. **Job Description & Responsibilities:** Support the PMC and the Construction Project Manager on mechanical, electrical and plumbing (MEP) delivery management and oversight across the off-site factory and on-site works. The PMC gives the final review and approval of the MEP design and submittals after the supervision consultant's (CSC) first-line check, for the Client's endorsement. * Coordinate the PMC's final review and approval of the mechanical, electrical and plumbing (MEP) detailed design and Issued-For-Construction (IFC) drawings, shop drawings and as-built drawings from the Designer or the design-build Contractor, after the CSC's first-line check, and flag conflicts for the Construction Project Manager. * Coordinate MEP interfaces with the architectural, structural and low-current disciplines across the factory-built modules and the on-site installation, escalating services-routing issues for resolution. * Review and track the Contractor's method statements (MS), material approval requests (MAR), inspection and test plans (ITP), prequalification documents (PQD) and requests for information (RFI) for MEP scope after the CSC's first-line review, and confirm the PMC's final approval is in place before work or procurement starts. * Monitor MEP progress in the factory modules and during on-site erection and external infrastructure, covering heating, ventilation and air conditioning, plumbing, drainage, firefighting, power, distribution, cabling and earthing. * Review the CSC's material inspection requests (MIR) and work inspection requests (WIR) records, and audit that the CSC is raising, witnessing and closing them at the agreed hold and witness points. * Review the results of the Factory Acceptance Test (FAT) of MEP equipment before modules ship and the Site Acceptance Test (SAT) after installation witnessed by the CSC, and give the PMC's final acceptance of the outcomes for the reporting cycle. * Oversee MEP testing and commissioning, including heating, ventilation and air conditioning balancing, pre-commissioning and commissioning of firefighting, plumbing and electrical systems, and verify results from the CSC and Contractor records against the approved design intent. * Maintain the MEP submittal register, track turnaround against the agreed timeline, and chase overdue items with the CSC, the Designer and the Contractor. * Monitor the Site Observation Reports (SOR) and Non-Conformance Reports (NCR) raised by the CSC for MEP scope, audit trends, and verify close-out at the governance level. * Audit the quality assurance and quality control (QA/QC) records for MEP over the CSC, confirming inspection records, material certificates and test results are complete and traceable to a specification clause. * Support cost, risk and reporting for the MEP scope, monitoring the health, safety and environment (HSE) interface through the CSC's records and tracking MEP risks for action. * Compile MEP progress, submittal status and Defects Liability Period (DLP) close-out into weekly and monthly input for the Construction Project Manager and the reporting cycle. **Qualifications & Experience:** * An accredited bachelor's degree in mechanical engineering, electrical engineering or a related building-services discipline, with registration or eligibility with the Saudi Council of Engineers (SCE). * Minimum 7 to 9 years in MEP construction, project management or project controls on building or infrastructure projects, covering heating, ventilation and air conditioning, plumbing, drainage, firefighting, and low and medium voltage electrical works. * Working knowledge of MEP design and installation, able to read and check drawings and models and verify testing, balancing and commissioning against the approved design. * Practical command of the submittal and review workflow: method statements, material approval requests, inspection and test plans, prequalification documents, requests for information, and the Non-Conformance Report process. * Understanding of the QA/QC and HSE interface on a live construction program, and of the testing, commissioning and handover cycle through to as-built drawings, operation and maintenance (O&M) manuals and the Defects Liability Period. * Experience with modular, precast or prefabricated (off-site) construction — including volumetric modular or Design for Manufacture and Assembly (DfMA) programs — is preferred. * Fluent with mainstream document-control and design-review systems (for example Aconex and AutoCAD or Revit), and quick to adopt the PMC's in-house systems. * Saudi or Gulf (GCC) construction experience and famili
