**Overview** ------------ The Commercial / Contract Administrator will be responsible for managing contractual, commercial, and cost-related matters for the Projects. The role will support the effective administration of contracts, change management, payment certification, claims management, and commercial reporting throughout the project lifecycle. **Your role** ------------- **Contract Administration** * Administer construction contracts in accordance with project requirements and contractual obligations. * Monitor contractor compliance with contract conditions, specifications, and project deliverables. * Interpret contract clauses and provide contractual guidance to project teams. * Review contractual correspondence and prepare formal responses on commercial and contractual matters. * Maintain comprehensive contract records, registers, and supporting documentation. * Ensure all contract administration activities comply with client requirements and project governance procedures. **Commercial Management** * Monitor project costs and commercial performance against approved budgets. * Assist in the preparation and review of cost forecasts, financial reports, and commercial assessments. * Support project leadership in identifying and mitigating commercial risks. * Track commitments, expenditures, and cost trends throughout the project lifecycle. * Prepare commercial reports for management and client review. **Change Management & Variations** * Manage variation orders, contract amendments, and change requests. * Review contractor submissions for variations and assess entitlement, cost impact, and schedule implications. * Prepare commercial evaluations and recommendations for approval. * Monitor change management processes to ensure timely resolution of commercial issues. * Maintain variation logs and change control records. **Claims Management** * Assess contractual entitlement and supporting documentation. * Support preparation of contractual responses, determinations, and recommendations. * Assist in the resolution of commercial disputes and claims negotiations. * Coordinate with planning, engineering, and commercial teams to substantiate project positions. * Payment Certification * Review contractor interim payment applications and supporting documentation. * Verify quantities, progress achievements, and contract milestones. * Coordinate with engineering and construction teams to validate completed works. * Prepare payment recommendations and certifications in accordance with contract provisions. * Monitor payment status and ensure compliance with project procedures. **Measurement & Quantity Verification** * Review measured quantities associated with bridge and infrastructure works. * Support quantity reconciliation and cost verification activities. **Procurement & Subcontract Administration** * Support procurement activities and contract award recommendations. * Assist in preparation and review of tender documentation, BOQs, commercial schedules, and contract conditions. * Evaluate commercial aspects of contractor and supplier bids. * Administer subcontracts and monitor compliance with agreed commercial terms. * Assist with supplier and subcontractor performance reviews. **Risk Management** * Identify and assess contractual and commercial risks. * Develop mitigation strategies to protect project interests. * Maintain commercial risk registers and issue logs. * Monitor risk exposure associated with scope changes, delays, and contractor performance. * Provide recommendations to project management regarding commercial risk management. **Reporting & Documentation** * Maintain accurate records of contractual correspondence and approvals. * Support audits and commercial compliance reviews. **About you** ------------- **Qualifications** * Bachelor's Degree in Quantity Surveying, Commercial Management, Civil Engineering, Construction Management, or a related discipline. * Master's Degree in Construction Law, Commercial Management, or Project Management is desirable. * Professional membership with RICS, CIArb, ICE, AACE, or equivalent professional institutions is preferred. **Experience Requirements** * Minimum 8-12 years of experience in commercial management, quantity surveying, or contract administration. * Minimum 5 years of experience on major bridge, highway, or transportation infrastructure projects. * Previous experience working under FIDIC contract forms is essential. * Experience on GCC and Saudi Arabian infrastructure projects is highly desirable. * Experience working with consultants, PMCs, government clients, or major contractors is preferred. **Key Skills** * Strong commercial and contractual acumen. * Excellent analytical and negotiation skills. * Advanced cost management and financial reporting capabilities. * Strong knowledge of claims and dispute resolution processes. * Exceptional attention to detail and contractual compliance. * Strong communication and stakeholder manag
