Role Description The Deputy Chief Operation Officer is a full-time, on-site role based in Basra, responsible for overseeing and optimizing daily operations across WECO’s service lines. This role supports the Chief Operation Officer in planning, directing, and coordinating operational activities, including service delivery workflows, resource allocation, and performance monitoring. The Deputy COO collaborates with clinical and non-clinical teams to ensure service quality, compliance with internal policies and local regulations, and efficient use of technology platforms. Key responsibilities include assisting in strategic and business planning, managing operational budgets, analyzing operational data to drive improvements, and supporting the rollout of new services and initiatives. The role also involves building strong relationships with internal stakeholders and clients, resolving operational issues, and contributing to a culture of continuous improvement and patient-centered care. Qualifications Strong operations management skills, including experience in coordinating multi-site or multi-service healthcare operations. Business planning capabilities, with the ability to contribute to strategic plans, service expansion, and operational roadmaps. Analytical skills to interpret operational data, identify trends, and recommend practical, data-driven solutions. Finance and budgeting skills to support the development, monitoring, and optimization of operational budgets and cost controls. Relevant bachelor’s degree in business administration, healthcare management, or a related field; advanced degree is an advantage. Experience in healthcare or medical services operations, preferably in emergency, home care, or occupational health settings. Strong leadership, team management, and stakeholder communication skills, with the ability to work in a fast-paced environment. Proficiency with digital systems and operational software; familiarity with health information systems is beneficial. Ability to work on-site in Basra and collaborate effectively with cross-functional teams and external partners.
