Manage full technical procurement processes, lead tender/bid preparation, maintain mandatory government registrations, and ensure all activities strictly align with UAE/GCC commercial laws, industry standards, and company requirements.
Key Responsibilities
1. Procurement & Technical Evaluation
- Develop procurement plans based on project specifications, technical drawings, and budget limits
- Source, assess, and qualify suppliers/contractors; verify their technical capability, legal standing, and compliance records
- Review technical proposals, compare specifications, conduct site audits, and resolve technical mismatches
- Coordinate with engineering, operations, and finance teams to balance technical suitability, cost, and delivery timelines
- Manage purchase orders, track delivery progress, inspect goods/services upon receipt, and handle technical disputes
2. Bidding & Tendering Management
- Monitor official tender portals (Abu Dhabi Tenders, Dubai Tenders, Tawreeq, federal government platforms) for relevant opportunities
- Prepare complete bid packages: technical proposals, method statements, equipment lists, qualification documents, pricing breakdowns, and compliance declarations
- Coordinate pre-bid meetings, site visits, and clarification queries with issuing authorities; align all inputs with tender requirements
- Verify and compile mandatory attachments: bid bonds, performance guarantees, certificates of origin, and accreditation documents
- Conduct post-bid analysis, document feedback, and update bid strategies for future submissions
3. Government Registration & Compliance
- Maintain and renew all required government registrations: MOC registration, supplier pre-qualification, local authority approvals, and industry licensing
- Prepare and submit registration applications, update company profiles, upload legal documents, and meet all eligibility criteria for government entities
- Track validity periods for licenses, certificates, and accreditations; initiate renewal well in advance to avoid service gaps
- Ensure all bidding entities and contracted suppliers hold valid local registration and meet mandatory government vendor requirements
4. Commercial & Legal Adherence
- Apply UAE Federal Commercial Law, Federal Tender Law, Cabinet resolutions, and relevant GCC regulations to all procurement and bidding activities
- Review contract terms, tender conditions, and legal clauses; flag risks related to liability, payment terms, intellectual property, and dispute resolution
- Ensure alignment with FIDIC, NEC, and local standard contract formats used across UAE government projects
- Maintain full audit trails, standardized filing systems, and transparent records for all procurement, bidding, and registration work
Requirements
- Bachelor’s degree in Civil/Mechanical/Electrical Engineering, Supply Chain, or related field
- 3–5 years of procurement experience; proven track record preparing bids for UAE federal/emirate-level government projects
- Hands‑on experience with government registration portals, qualification processes, and pre‑bid eligibility rules
- Solid knowledge of UAE Commercial Law, Federal Tender Law, GCC trade regulations, and local tendering practices
- Skilled at reading technical drawings, bills of quantities, and matching specs across different documents
- Proficient in MS Excel, ERP systems, and government tender platforms; fluent in English; Arabic reading ability is a strong advantage
