HKN Hamrin Ltd. is a privately held, independent oil and gas company operating in the Republic of Iraq. The Hamrin Block is comprised of 535 km2 and contains one producing field. The Hamrin field produces oil primarily from the Tertiary (Miocene) reservoirs — the Jeribe and Euphrates formations — with the Dhiban formation as a secondary reservoir.

Position Summary:
Manages all procurement activities related to supply of any goods required for HKN Hamrin’s field in accordance with HKN requirements.
Ensures HKN compliance with procurement policies & procedures as detailed in the Development and Production Contract (“DPC”) executed with the North Oil Company (“NOC”).
Ensures due diligence and FCPA requirements are incorporated and followed in all procurement activities.
Liaises with Dallas legal department on any contractual issues.
Office-based position in Erbil, Kurdistan with travel to HKN bases and field operations as required.
Main Duties & Responsibilities
Leads the Procurement department.
Supports HKN Procurement department activities including, but not limited to the full tendering cycle from initial prequalification through to final delivery of the goods, plus resolving any warranty issues and due diligence processes.
Identifies opportunities to maximize savings by implementing long term framework agreements with suitable suppliers.
Liaises with other departments for the coordinated issuance of tenders and evaluation processes.
Ensures compliance with HKN and NOC policies and procedures.
Develops and strengthens the capability of the Procurement department to meet international standards.
Ensures that all Procurement department documentation is transparent, managed and in compliance with HKN procedures to safeguard scrutiny under audit.
Manages effective use of database and filing systems to retain and have available all documentation for audit purposes.
Prepares weekly reports and informs HKN management on Procurement department related activities as required.
Directs Procurement team in delivering value to the business and mitigation of risk through the procurement lifecycle, including effective planning, sourcing and management.
Minimum Qualifications
Minimum fifteen (15) years’ experience supporting oil company operations in a procurement management role, preferably for an international oil company, with Federal Government of Iraq contracts or Mid
