About the role
The Project Officer will coordinate and manage the implementation of the Green and Digital TVET for Enhancing Employability in Iraq project, ensuring timely delivery of activities, stakeholder engagement, and compliance with UNESCO and donor regulations. The role involves partnership building, monitoring and evaluation, procurement oversight, reporting, and field missions to support TVET reforms in Iraq.
Responsibilities
Coordinate the implementation of the TVET-3 project ensuring achievement of expected results, including updating workplans and budgets.
Support implementation of project outcomes and activities aligned with project objectives.
Build and maintain partnerships with Iraqi Technical Universities and facilitate activities related to greening and digitalization.
Conduct and attend meetings of project steering and technical committees and prepare minutes and action plans.
Maintain regular contact with government authorities and donor representatives.
Supervise and provide leadership to the project team.
Monitor and evaluate project implementation and reporting.
Offer advisory support to consultants and project team on project tasks and integration of greening and digitalization.
Develop supplementary tools to improve reporting for results.
Present strategic analysis on project performance and monitor financial status.
Conduct periodic project reviews and document results.
Provide content for UNESCO's public information services to increase project visibility.
Manage and oversee procurement processes ensuring compliance with UNESCO and donor regulations.
Prepare procurement plans and draft terms of reference for contracts.
Monitor progress of vendors and partners to ensure alignment with project standards.
Review and approve completion reports and payments.
Prepare project documentation, progress reports, briefings, and presentations.
Conduct follow-up field missions to TVET institutions to monitor activities and support implementation.
Support UNESCO Iraq Office in donor identification and resource mobilization through research and proposal development.
Perform additional tasks as requested by the Head of Office and Chief of Education.
Requirements
Advanced university degree (Master's degree or equivalent) in Education, TVET, Social and Human Sciences, Public Policy, Development Studies, Business Administration, or another relevant field related to UNESCO programme areas.
Minimum of four (4) years of relevant professional experience in education, Technical Vocational Education and Training (TVET) or closely related fields, of which preferably two (2) years acquired at the international level.
Experience working on education and training or skills development projects.
Integrity, reliability, and sense of commitment in the execution of duties.
Excellent coordination skill.
Good knowledge of results-based and budget management tools.
