**Position Overview** We are seeking a highly experienced and accomplished **Senior Resident Engineer** to lead and manage an upcoming project in Qatar. This is a senior leadership position, and the successful candidate will act as our primary representative on site, overseeing all construction supervision activities to ensure the project is delivered to the highest standards of quality, safety, and on schedule. The ideal candidate will be a seasoned professional with extensive experience in the region, possessing the technical acumen and leadership skills to manage complex infrastructure works and interface effectively with clients, contractors, and relevant authorities. What Does a Senior Resident Engineer Do on a Roads & Infrastructure Project? A Senior Resident Engineer (SRE) serves as the client's senior-most technical representative on-site, acting as the bridge between the design team, the contractor, and the client's broader project management team. On a roads and infrastructure project, the SRE is responsible for translating the project's design intent into a safe, high-quality, and compliant physical asset. Beyond standard project management, the SRE's role is deeply technical and hands-on. They oversee the entire construction supervision team, ensuring that every layer of pavement, every drainage structure, every utility trench, and every traffic management measure is executed precisely according to the approved specifications. They are the key decision-maker on-site for technical issues, from approving critical construction methodologies and material submittals to resolving unexpected ground conditions or utility clashes. The SRE also plays a pivotal role in contract administration, assessing contractor claims for variations and time extensions, and ensuring that the project adheres to its schedule and budget. Ultimately, the SRE ensures the project is handed over to the client as a fully functional, durable, and safe piece of public infrastructure. Key Responsibilities As the Senior Resident Engineer, you will be responsible for all aspects of site supervision and project delivery. Your duties will include: * **Project Leadership & Management:** Lead the overall delivery of the project, ensuring objectives related to time, cost, quality, and safety are achieved. You will be the company's primary point of contact with the client and key stakeholders. * **Site Supervision & Contractor Management:** Supervise and manage contractors to ensure works are executed in full compliance with the approved drawings, project specifications, and milestone targets. You will direct the supervision team to undertake daily inspections and maintain a high level of quality control. * **Technical Oversight:** Review and approve contractor's design submissions, method statements, shop drawings, and material submittals. You will be responsible for resolving complex technical and site-related issues promptly. * **Stakeholder Coordination:** Coordinate with the client, consultants, relevant government authorities, and utility service providers for permits, approvals, and to ensure smooth project execution. This includes managing the interface with all entities involved in the project's right-of-way and maintaining effective communication to resolve stakeholder concerns. * **Contract & Commercial Management:** Administer the construction contract, assess variations, and manage claims, including requests for additional compensation and time extensions. * **Health, Safety & Quality:** Maintain an exemplary focus on Health, Safety, and Environment (HSE). Ensure contractor compliance with project-specific and national HSE requirements, approved Traffic Management Plans, and Quality Control Plans. You will oversee the establishment of the Project Execution Plan, HSE Plan, and QA/QC Plan. * **Reporting & Documentation:** Prepare and present detailed monthly progress reports and manage technical communication with the client. You will chair regular progress and coordination meetings. * **Team Mentorship:** Lead, mentor, and manage the site team of engineers and inspectors, providing direction and supporting their professional development. Mandatory Qualifications & Experience To be considered for this role, candidates must meet the following requirements: * **Education:** Bachelor's Degree in Civil Engineering or a related discipline * **Experience:** A minimum of **20 years** of post-graduate experience, with a substantial track record in the **design and supervision of large-scale roads and infrastructure projects**. At least 7 years of this experience should be in a senior capacity, such as a Senior Resident Engineer or Project Manager. * **Professional Certification:** Must hold a valid **MMUP/UPDA Grade A** certification (mandatory for practicing in Qatar) and a recognized **Chartered Engineer (CEng) status** (e.g., from ICE, CIHT, or equivalent).
