National Knowledge and Learning Officer

The National Knowledge and Learning Officer based in Erbil supports IOM Iraq's Monitoring, Evaluation, Accountability and Learning (MEAL) efforts across humanitarian and development programmes. The role involves managing knowledge systems, coordinating evaluations, facilitating organizational learning, and supporting programme quality improvement through evidence-based decision-making. Responsibilities Contribute to establishing and monitoring a mission-wide Knowledge and Learning Management (KLM) system for IOM Iraq, maintaining tools and platforms to capture and disseminate programmatic lessons and best practices. Plan and coordinate programme and project evaluations in accordance with IOM’s Evaluation Policy and donor requirements, including drafting Terms of Reference and liaising with evaluation units. Coordinate mission-wide research initiatives and formative studies to inform programme design and adaptive management. Support transforming data, research, and evaluation findings into actionable learning to improve programme quality and organize learning events. Provide technical guidance and training on evaluation and learning to IOM staff and partners, supporting development of M&E frameworks and learning plans. Support internal and external knowledge exchange practices and engagement with regional and inter-agency working groups. Contribute to integration of cross-cutting themes across evaluation, research, and learning activities and provide analysis for donor and internal reports. Maintain up-to-date knowledge of IOM evaluation, monitoring, and Results-Based Management frameworks and provide technical support to strengthen mission adherence. Implement knowledge and learning management plans and collect, analyse, and report on lessons learned and evaluations. Organize and facilitate learning workshops, project review meetings, and document best practices for sharing within IOM network and partners. Perform other duties as assigned. Requirements Master’s degree in social sciences, development studies, evaluation, organizational learning, international relations, monitoring and evaluation, statistics, anthropology, law, or a related field from an accredited academic institution; or University degree in the above fields with two years of relevant professional experience. Professional experience in monitoring, evaluation, accountability and learning (MEAL), research, or knowledge management in humanitarian or development programmes. Experience in an international organization or UN agency is preferred. Demonstrated experience in designing or managing evaluations including developing TORs, coordinating with evaluators, and disseminating results. Familiarity with both qualitative and quantitative evaluation methods and standards (e.g. OECD/DAC evaluation criteria).
