**Position Objective:** The Civil Engineer supervises the Contractor's civil and structural works, including foundations, earthworks, concrete and structural steel, on site and at the off-site factory. The role reviews and approves the detailed design, drawings, submittals and workmanship against the project requirements, specifications and Saudi codes, ahead of the PMC's final approval. **Job Description & Responsibilities:** Key responsibilities of the Civil & Structural Engineer on the modular building construction supervision team: * Review and approve the civil and structural detailed design and Issued-For-Construction (IFC) drawings from the Designer or the design-build Contractor, together with the Contractor's shop drawings and as-built drawings. * Review and approve the Contractor's method statements (MS), material approval requests (MAR), inspection and test plans (ITP) and prequalification documents (PQD) for civil and structural subcontractors, before work or procurement starts. * Supervise foundations, earthworks, concrete and structural steel on site, and the module structural works off-site in the factory. * Inspect formwork, reinforcement, concrete pours and structural steel connections against approved drawings, project specifications and the applicable Saudi codes. * Review the concrete mix design and trial-mix results, confirm pre-pour readiness, then authorise the pour once every check is signed off. * Verify, for structural steel, the welding procedure and qualification records (WPS and PQR) and welder qualifications, witness the weld non-destructive testing (NDT), and check the high-strength bolted connections. * Run the geotechnical and earthworks checks, covering compaction density, sub-grade proof rolling, and pile and foundation bearing against the approved geotechnical basis. * Respond to the Contractor's material inspection requests (MIR) and work inspection requests (WIR) at the hold and witness points, witness material testing for concrete, soil and steel, and verify the mill and laboratory certificates from an accredited laboratory before any material is built into the works. * Carry out receiving inspection of the structural modules as they arrive, recording transport or handling damage before they are accepted, and verify setting-out, levels, dimensions and alignments. * Raise Site Observation Reports (SORs) and Non-Conformance Reports (NCRs) when work fails specification, track each to verified close-out, keep the punch list for assigned areas, and re-inspect rectified items before sign-off. * Review the Contractor's civil and structural quantities and payment applications as the first check before the PMC, verifying the quantity surveying and payment certification. * Support testing, commissioning and handover of civil and structural elements, verify the as-built and close-out records, and provide daily, weekly and monthly inspection input with clear technical reports to the Project Manager (Supervision). **Qualifications & Experience:** * An accredited bachelor's degree in civil engineering, with registration or eligibility with the Saudi Council of Engineers (SCE); Professional Engineer (PE) accreditation is preferred. * Minimum 8 years in civil and structural construction supervision, covering foundations, earthworks, concrete and structural steel. * Working knowledge of concrete, soil and steel material testing and acceptance, and of inspection and test plans, hold and witness points, Non-Conformance Reports and as-built records. * Able to read structural calculation and model outputs where provided; the role reviews the design for compliance and does not run the structural analysis. * Practical command of the submittal and inspection workflow: method statements, material and work inspection requests, inspection and test plans, and prequalification documents. * Fluent with mainstream project and supervision systems (for example Primavera P6, Aconex and AutoCAD), and quick to adopt the Consultant's in-house systems. * Experience on modular, prefabricated or precast construction or Design for Manufacture and Assembly (DfMA) programs is an advantage. * Saudi or Gulf (GCC) construction-supervision experience and familiarity with the Saudi Building Code (SBC) and Civil Defense requirements are highly preferred. * Good written and spoken English for inspection records and reporting; Arabic is an advantage. * Open to international and Saudi candidates, who must be legally eligible to work in Saudi Arabia. The role is based across multiple cities in the Kingdom, and some travel may be required.
