**Position Objective:**
The Electrical Engineer supervises the Contractor's low and medium voltage electrical works across off-site manufacturing and on-site installation. The role reviews and approves the detailed design, drawings and submittals, witnesses testing and commissioning, and accepts the works against the project requirements, specifications and Saudi codes, before the PMC's final approval.
**Job Description & Responsibilities:**
Key responsibilities of the Electrical Engineer on the modular building construction supervision team:
* Review and approve the electrical detailed design and Issued-For-Construction (IFC) drawings from the Designer or the design-build Contractor, together with the Contractor's shop drawings and as-built drawings.
* Review and approve the Contractor's method statements (MS), material approval requests (MAR), inspection and test plans (ITP) and prequalification documents (PQD) for electrical subcontractors, before work or procurement starts.
* Supervise low and medium voltage power, distribution, cabling, containment and earthing works, both inside the factory-built modules and during on-site installation and infrastructure.
* Respond to the Contractor's material inspection requests (MIR) and work inspection requests (WIR) at the agreed hold and witness points, and stop any work from being covered up before it is inspected.
* Witness the Factory Acceptance Test (FAT) and module-release hold points at the factory, carry out a site receiving inspection when each module arrives, and witness the Site Acceptance Test (SAT) once it is installed on site.
* Witness commissioning of the medium voltage scope, covering protection-relay settings and MV cable very-low-frequency (VLF) and hipot testing, coordinate the Saudi Electricity Company (SEC) interface, and confirm authorisation to energise.
* Witness commissioning of standby and emergency power, covering generators, automatic transfer switches (ATS) and uninterruptible power supplies (UPS).
* Confirm low voltage (LV) and extra-low-voltage (ELV) interface readiness, checking containment, earthing and labelling before energisation.
* Verify cable routing, terminations, panel and switchgear installation, lighting and small power against the approved drawings and the Saudi Building Code (SBC).
* Raise Site Observation Reports (SORs) and Non-Conformance Reports (NCRs) when work fails specification, and track each one to verified close-out.
* Coordinate with the architectural, civil, mechanical and low-current disciplines to settle electrical interface and services-routing issues during fabrication and site assembly.
* Review the Contractor's electrical quantities and payment applications as the first check before the PMC, maintain inspection records and witness logs, and provide daily, weekly and monthly input to the Project Manager and the reporting cycle.
**Qualifications & Experience:**
* An accredited bachelor's degree in electrical engineering, with registration or eligibility with the Saudi Council of Engineers (SCE); Professional Engineer (PE) accreditation is preferred. A diploma alone is not acceptable for this engineer role.
* Minimum 8 years in electrical construction supervision, testing and commissioning on building or infrastructure projects, with practical low and medium voltage power, distribution, cabling and earthing experience.
* Working knowledge of the Saudi Building Code (SBC), international electrical standards, the IFC-to-as-built submission cycle, material inspection, inspection and test plans (ITPs), and pre-commissioning and commissioning practice.
* Practical command of the submittal and inspection workflow: method statements, material and work inspection requests, and prequalification documents.
* Experience on modular, prefabricated or precast construction or Design for Manufacture and Assembly (DfMA) programs is an advantage.
* Fluent with mainstream project and supervision systems (for example Primavera P6, Aconex and AutoCAD), and quick to adopt the Consultant's in-house systems.
* Saudi or Gulf (GCC) construction-supervision experience and familiarity with the Saudi Building Code (SBC) and Saudi Electricity Company (SEC) requirements are highly preferred.
* Good written and spoken English for inspection and commissioning records; Arabic is an advantage.
* Open to international and Saudi candidates, who must be legally eligible to work in Saudi Arabia. The role is based across multiple cities in the Kingdom, and some travel may be required.
