HSE Officer - Road and Infrastructure

Job summary: We are seeking a qualified and experienced HSE Officer to join our team for road and infrastructure projects. The ideal candidate will have a strong background in implementing Health, Safety, and Environment (HSE) standards on civil infrastructure projects and a proven ability to ensure compliance with client and regulatory requirements. Candidates with prior experience working on Ashghal projects will be highly preferred. **Key Responsibilities** Implement and monitor HSE policies, procedures, and site safety plans. Conduct regular site inspections, audits, and safety observations to identify and mitigate hazards. Ensure compliance with project specifications, local regulations, and client HSE requirements. Conduct toolbox talks, safety inductions, and awareness training for site personnel. Investigate incidents, accidents, and near misses, and prepare detailed reports with corrective and preventive actions. Monitor the proper use of personal protective equipment (PPE) and enforce safety compliance across the site. Prepare and maintain HSE documentation, including risk assessments, method statements, inspection reports, and permits. Coordinate with project managers, engineers, subcontractors, and client representatives on HSE matters. Monitor emergency preparedness and ensure emergency response procedures are effectively implemented. Promote a proactive safety culture and encourage continuous improvement in HSE performance. Requirements Minimum 5 years of experience as an HSE Officer in road and infrastructure construction projects. NEBOSH International General Certificate (IGC) is mandatory. IOSH Managing Safely (or equivalent IOSH certification) is mandatory. Previous experience working on Ashghal (Public Works Authority – Qatar) projects is highly preferred. Strong knowledge of construction HSE regulations, risk assessment, incident investigation, and permit-to-work systems. Excellent communication and reporting skills in English. Ability to work independently and collaboratively in a fast-paced construction environment. Preferred Qualifications Experience with major infrastructure, highways, utilities, or road construction projects. Additional HSE certifications or training will be an advantage. Familiarity with Qatar Construction Specifications (QCS) and Ashghal HSE requirements is desirable.
