Background And Purpose / Objective For This Service
This mission forms an integral component of the ILO's technical assistance project supporting the Iraqi Company for Bank Guarantees (ICBG) and the participating financial institutions (PFIs) in consolidating the institutional capacity, strengthening its governance framework, enhancing its operational effectiveness, and advancing its strategic role in facilitating access to finance for small and medium enterprises (SMEs) within the Iraqi economy.
Access to affordable and adequate financing remains one of the most significant structural constraints facing SMEs in Iraq, limiting their capacity to grow, generate employment, and contribute to economic diversification. Credit guarantee systems represent a well-established and globally recognized instrument for bridging the financing gap between SMEs and commercial financial institutions, enabling the sharing of credit risk in a manner that incentivizes lending to enterprises that would otherwise be considered unbankable.
In recognition of the need to ground institutional reform in evidence-based international practice, the project has incorporated a structured international technical learning mission as a core deliverable of the capacity building assignment of ICBG. The mission will take the form of a five-day study tour to the Credit Guarantee Company (CGC), banks and regulatory entities in the Arab Republic of Egypt. The tour is planned to be conducted in October 2026, engaging a delegation comprising Members of the ICBG Board of Directors, management and staff as well as senior representatives from the Iraqi Ministry of Labour and Social Affairs (MoLSA), senior representatives of the Iraqi Ministry of Planning (MoP), representatives from the Central Bank of Iraq (CBI), representative from the Iraqi Federation of Industries and the Participating Financial Institutions accompanied by relevant members of the ILO Project Team.
CGC Egypt has been selected as the destination in recognition of its institutional maturity, operational depth, and reform experience accumulated within its credit guarantee ecosystem, as well as its particular relevant and instructive reference for Iraq's institutional development trajectory.
