**Position Objective:** The Planning Engineer reviews, audits and monitors the Contractor's programme across the off-site manufacturing and on-site works. The role confirms the baseline and updated schedules are realistic, validates reported progress, reviews extension-of-time claims ahead of the PMC, and gives the Project Manager early, evidence-backed warning of schedule risk. **Job Description & Responsibilities:** Key responsibilities of the Planning Engineer on the modular building construction supervision team: * Review and audit the Contractor's baseline programme for logic, sequencing, resource loading and critical path, and recommend acceptance to the Project Manager before the PMC. * Check each updated programme and revised baseline so the schedule reflects the actual state of the off-site and on-site works. * Monitor construction progress against the approved baseline using S-curve and earned value checks, covering both factory module production and site infrastructure, foundations, earthworks and module installation. * Catch slippage and critical-path deviation early, quantify the schedule impact, and report the risk to the Project Manager with recommended recovery measures. * Review the Contractor's delay and extension-of-time claims, testing the cause-and-effect basis against the programme and the FIDIC contract provisions, and recommend a position. * Verify that the Contractor's reported progress percentages match witnessed work in the factory and on site. * Track the turnaround of the Contractor's submittals and inspection requests, including method statements (MS), material approval requests (MAR), inspection and test plans (ITP), prequalification documents (PQD), material inspection requests (MIR) and work inspection requests (WIR), and flag any approval bottleneck that threatens a milestone. * Track the approval status of design, IFC, shop and as-built drawings, and treat material, testing, commissioning and handover milestones as schedule constraints in the programme. * Support the review of quantity surveying input and payment applications, checking claimed quantities and progress against the approved schedule before the PMC certifies. * Maintain a schedule risk and look-ahead register, and confirm long-lead and procurement milestones are tracked in the programme. * Prepare clear daily, weekly and monthly planning and progress reports, and coordinate with the discipline supervision engineers and document control to keep schedule data, drawing-approval status and inspection progress aligned. **Qualifications & Experience:** * An accredited bachelor's degree in civil engineering or a closely related discipline, with registration or eligibility with the Saudi Council of Engineers (SCE); Professional Engineer (PE) accreditation is an advantage. * 8+ years in construction planning and scheduling on building or infrastructure projects. * Advanced command of Primavera P6 for programme review, progress updating and S-curve and earned value reporting, supported by Microsoft Project and advanced Excel. * Practical understanding of delay analysis and extension-of-time assessment, and of FIDIC contract administration as it applies to programme and claims. * Working knowledge of quantity surveying and payment certification review against measured progress is an advantage. * Experience on modular, prefabricated or precast construction or Design for Manufacture and Assembly (DfMA) programs is an advantage. * Saudi or Gulf (GCC) construction-supervision experience and familiarity with Saudi project-controls practice are highly preferred. * Good written and spoken English for reporting and correspondence; Arabic is an advantage. * Open to international and Saudi candidates, who must be legally eligible to work in Saudi Arabia. The role is based across multiple cities in the Kingdom, and some travel may be required.
