QA/QC Manager – (Dubai RTA Exp Only)

CCECC Dubai is seeking an experienced **QA/QC Manager** for a major Dubai RTA infrastructure project involving roads, bridges, underpasses, interchanges, utilities, drainage systems, structural works and associated civil infrastructure. The QA/QC Manager will be responsible for establishing, implementing and managing the overall Project Quality Management System. The selected candidate will lead the project quality team and ensure that all materials, construction activities, inspections, testing and documentation comply with RTA requirements, contract specifications, approved drawings, consultant requirements and applicable international standards. Key Responsibilities * Develop, implement and maintain the Project Quality Plan, quality procedures, Inspection and Test Plans, checklists and quality-control systems. * Lead and manage the project QA/QC team, including QA/QC Engineers, Inspectors, Material Inspectors and supporting personnel. * Ensure all construction activities comply with approved drawings, method statements, specifications, RTA standards, contract requirements and applicable codes. * Review and approve quality-related documents before submission to the consultant or client. * Coordinate with project management, construction teams, technical departments, subcontractors, suppliers, laboratories, consultants and RTA representatives. * Monitor quality requirements for roads, bridges, underpasses, structures, earthworks, utilities, drainage, concrete, reinforcement, waterproofing, asphalt and pavement works. * Ensure timely submission and closure of Inspection Requests, Material Inspection Requests and other quality documentation. * Review material submittals, technical data sheets, test certificates, laboratory reports and supplier quality documents. * Ensure that all materials delivered to the project are approved, inspected, traceable and stored in accordance with project requirements. * Manage Non-Conformance Reports, Site Observation Reports, corrective actions and preventive actions. * Lead root-cause investigations and ensure effective corrective measures are implemented to prevent recurrence. * Monitor third-party testing, field testing, laboratory testing and material approvals. * Plan and conduct internal quality audits and support consultant, client, RTA and external certification audits. * Develop and maintain quality registers, NCR logs, inspection records, testing records, calibration records and document-control systems. * Monitor quality performance indicators and identify areas requiring improvement. * Prepare weekly and monthly quality reports, dashboards, statistics and management presentations. * Chair quality meetings and participate in progress, technical, coordination and management meetings. * Provide technical guidance and quality-awareness training to engineers, supervisors, subcontractors and site teams. * Ensure approved method statements and ITP requirements are properly communicated and implemented at the worksite. * Coordinate with the construction team to resolve quality issues without affecting project progress. * Manage consultant comments, rejected inspections and outstanding quality observations. * Ensure all measuring and testing equipment is calibrated and maintained. * Support the preparation and review of as-built records, operation and maintenance manuals, warranties, testing reports and handover documentation. * Manage the preparation of the final quality dossier and project close-out records. * Promote continuous improvement, lessons learned and a strong quality culture throughout the project. Requirements * Bachelor’s Degree in Civil Engineering or a related engineering discipline. * Minimum **15 years of overall QA/QC experience** in civil engineering and infrastructure construction. * Minimum **5 years of experience in a QA/QC Manager or senior quality leadership position**. * Significant UAE experience in major roads, bridges, utilities or infrastructure projects. * Previous experience on **Dubai RTA projects is strongly preferred**. * Proven experience managing quality requirements for roads, bridges, underpasses, interchanges, structures, drainage and utility works. * Strong knowledge of RTA standards, project specifications, consultant procedures and infrastructure quality requirements. * Comprehensive knowledge of ISO 9001 Quality Management Systems. * Certified ISO 9001 Lead Auditor or Internal Auditor qualification is preferred. * Strong knowledge of ASTM, BS, AASHTO, EN and other applicable international standards. * Extensive experience preparing and reviewing Project Quality Plans, ITPs, method statements, material submittals and quality procedures. * Strong experience managing NCRs, root-cause analysis, corrective actions and quality audits. * Demonstrated ability to lead multidisciplinary QA/QC teams on large-scale infrastructure projects. * UAE driving licence will be an advantage. * Candidates currently available in the UAE and able
