**About Finclutech** Finclutech is a Dubai-based technology company that builds and operates digital financial products and services across multiple international markets. **Location**: Dubai, United Arab Emirates **Department**: Information Technology / PMO **Reports To**: Head of Engineering **Employment Type:** Full-time/Onsite **Coverage**: Extended-hours / on-call rotation across multiple regional markets ***Position Summary:-*** The Technical Project Manager (TPM) leads the end-to-end delivery of technology projects spanning multiple initiatives. Acting as a point of coordination across business, technical, and stakeholder groups, the TPM ensures projects are delivered on time, within scope, and to the required quality and compliance standards. The TPM's mandate is scoped to active projects: driving each initiative from initiation through delivery, formal handover, and closure. The role combines strong project management discipline with genuine technical depth — understanding architectures, environments, and release pipelines well enough to challenge estimates, de-risk dependencies, and make informed trade-off decisions. The TPM also safeguards regulatory, security, and audit requirements throughout the delivery lifecycle. ***Key Responsibilities:-*** **Project Planning & Delivery** * Lead projects through the full lifecycle: initiation, planning, execution, monitoring and control, and closure. * Develop and maintain project charters, SOWs, work breakdown structures, schedules, and resource plans. * Translate approved business requirements into actionable delivery plans, ensuring requirements are baselined, traceable, and reflected in project scope. * Manage scope, timelines, resources, dependencies, and inter-project constraints, and control scope creep. * Establish delivery baselines and track actuals against plan, escalating variances early with recommended corrective actions. **Governance, Risk & Compliance** * Deliver projects in full alignment with the organisation's established change-control, release governance, and information-security frameworks. * Maintain RAID logs and lead weekly RAID reviews for all active projects. * Ensure project delivery complies with applicable regulatory and data-protection requirements in coordination with the relevant control functions. * Maintain project governance artefacts: sign-offs, decision logs, and audit-ready project documentation. **Stakeholder & Client Coordination** * Serve as the interface between project teams and business stakeholders. * Coordinate clients and integration partners on project deliverables: onboarding to the project, milestone and deliverable tracking, and project-level escalations. * Prepare and deliver clear, decision-oriented project status reporting to executive management on schedule. * Negotiate priorities and resolve conflicts across cross-functional teams while protecting delivery commitments. **Agile Delivery & Go-Live Coordination** * Drive Agile ceremonies (sprint planning, stand-ups, reviews, retrospectives) and hybrid delivery models where appropriate. * Track dependencies as inputs to the project plan, coordinating closely with the teams that own them. **Documentation, Handover & Continuous Improvement** * Ensure project documentation is complete. * Complete formal handover to the accountable owners at closure; capture and socialise lessons learned. * Feed improvements back into delivery standards, templates, and playbooks, and contribute to maturing PMO practices, tooling, and reporting. ***Qualifications & Experience:-*** **Technical Knowledge** * Delivery methods: Software Development Lifecycle (SDLC). * Architecture & integration: APIs (REST/SOAP), microservices, message queues, and relational/NoSQL databases. * Infrastructure & security: Networking fundamentals, information security principles, business continuity and disaster recovery. * Service management: ITIL-aligned change, release, and incident management practices. * Tooling: Jira, Confluence, MS Project or equivalent planning tools, and collaboration platforms. **Must have** * Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field. * 4-6 years of progressive experience managing technology projects of increasing scale and complexity. * Demonstrated success delivering enterprise software implementations and cross-functional programs end to end. * Experience delivering within established ITSM and change-management environments. * Hands-on experience managing vendors and integration partners on project deliverables and working with Agile delivery teams. **Nice to have** * Experience in fintech, banking, payments, or financial services, including exposure to regulated go-lives and compliance-driven delivery. * Experience delivering across multiple markets or geographies. **Preferred Certifications** * PMP (Project Management Professional) * PRINCE2 Practitioner * Certified ScrumMaster (CSM) or
